Do you mean that you did touch majordomo.aliases.db only?
If so, that's your problem.  This file must exist.

To get it:

1) Edit your sendmail.cf so that you have this in it:
    # location of alias file
      O AliasFile=/etc/mail/aliases,/etc/mail/majordomo.aliases

(If your alias files are not in /etc/mail, change this 
as needed.)

2) Edit /etc/mail/majordomo.aliases (see majordomo docs).

3) Run newaliases.

After that, you should have files called /etc/mail/aliases.db and
/etc/mail/majordomo.aliases.db.
