This means that resend found the letters s, u, and b followed by a blank
at the beginning of line 8.  You have administrivia turned on so the
prohgram will look for what might be commands in the text of messages.
You (the administrator) can approve it and send it back to the list for
posting.  Or you could turn off administrivia.
