You have to use "resend" in your list alias for the restrict_post to work.  Also, make sure you are 
using the exact email address listed in your file to send messages to the list.  If you are sending 
messages from the command line on the localhost, check that sendmail is adding your domain to your
address.  In the .mc file, that would be "FEATURE(always_add_domain)", and run it back through m4.
