incomplete answer-request returned

I set up a moderated mailing list. A new subscriber receives a "Welcome to
listname" message which should contain complete instructions on interacting with
the list, followed by the info file. Well, the instructions that are sent back to
the new subscriber are incomplete. The complete set of instructions appear to
reside in ~/majordomo/answer-request, but the subscriber is getting only the
beginning of this file. What's going on here? Thanks!
