Advertise/Noadvertise?

I'm leaving the advertise entry blank:

advertise           <<  END

END


And the noadvertise set to:

noadvertise  <<  END
/.*/
END


So that all addresses match the noadvertise pattern and the list command
doesn't reveal this list.  But it doesn't work.  I've tried all kinds of
permutations.  Any advice?  I'm using 1.94.4 and all the rest of the system
works fine!
