I personally do not believe in forcing this kind of setting
on your list users, but in the interest of providing an answer
to your question, you can set the "reply_to =" of your list's
.config file to the address of your list.  Unless your users
jump through many hoops, they will no longer be able to reply
to the individual that wrote the message.  All replies will go
back to the list address.
