Unfortunately this is not the problem I am trying to solve.

I am trying to prevent the 'command' e-mail from being sent when a new user
signs up--- 

I am told by others on the list that this can not be done ---

There is a patch to majordomo at ftp.ccsf.org/majordomo-patches/1.94.5/
that deals with this for you.  It will send the default welcome only if
the list.intro does not exist.  If the intro file does exist, the default
welcome is not sent.
