You need to point "restrict_post" to something other than the list of
subscribers.

To use one of your examples, I assume that

/usr/local/majordomo-1.94.5/lists/lascouts/scouters

is a text file that contains the names of the subscribers to your list.

What you need to do is create ANOTHER file, called something like

/usr/local/majordomo-1.94.5/lists/lascouts/scouters-authorized-posters

In that file, you put the email addresses of only those people who are
allowed to post to the list.

Then, in your CONFIG file (assume scouters-lascouts.config), you will have
the statement:

restrict_post = scouters-authorized-posters

IMO you also need to set

moderate=yes

and

moderator=dale@lascouts.net (or whoever will be the moderator)

This is to ensure that no one forges posts to the list by spoofing a
restrict_post address.
