It appears that you are not using majordomo's resend script in your
aliases, which means majordomo is not managing who is allowed to
post to your lists.  All majordomo is controlling is the actual
adding and removing of users from your lists.

It is difficult to read your aliases information with the lines
being truncated rather than wrapped around to the next line.  Since
you are using a -C in your aliases, I must assume you have your list
hosted somewhere outside your own domain.  In a non-hosted environment
this is what your aliases would look like.

majordomo: "|/path-to-majordomo/wrapper majordomo"
majordomo-owner: owner-majordomo
owner-majordomo: dliston,
test: "|/path-to-majordomo/wrapper resend -l test test-outgoing,nobody"
test-owner: owner-test
owner-test: dliston,
test-outgoing: :include:/path-to-majordomo/lists/test
test-approval: owner-test
test-request: "|/path-to-majordomo/wrapper majordomo -l test"

Now to restrict who can post to the list above, in your test.config 
file, set ...
restrict_post = test-post
and consider setting ...
moderate = yes

If you do use the moderate=yes, the moderators whose email addresses 
in your list-post file will have to send messages in plain text with
approval headers on every message sent to the list.  This might be too
annoying, complicated, or difficult for them, depending on experience
moderating lists or which mail client they use.
