The bounce message you received explains that the majordomo.cf
$global_taboo_body filter was activated because of content in
line 5 and again in line 7 of your message.  If you read the
description of these filters, and the administrivia setting in
your listname.config file the reason for the message bouncing
will make sense to you.

The easy way out, is to turn off administrivia.  The "better"
solution is to remove your subscribe/unsubscribe instructions
from the body of your message, and put them in a message_footer
with a news group signature sequence so it is ignored by the
administrivia setting.  For example

message_footer      <<  END
-
-- 
-----------------------------------------------------------
To subscribe a new user either let me ' Scott' know or from 
the users account send a message to majordomo@movaris.com 
with the subject and body saying:
-
subscribe eng
-----------------------------------------------------------
-
END

The lines above with a single dash are required to produce
blank lines in your message.  The second line with 2 dashes
and a space indicate the beginning of a footer or signature
block so majordomo will ignore the rest of the text following
it.
