Majordomo does not understand MIME, which is what an HTML message is.
Commands to majordomo MUST be in PLAIN TEXT format. Majordomo will
distribute HTML/MIME through a list, but can not parse a MIME message
to itself. You need to use demime or striphtml tools to purify the
messages before they get to majordomo, or do the simple thing and
send the message in plain text to begin with.
