If your listname.config files have "advertise" set to an impossible key, 
noone will be able to see any of your lists, or if you have "noadvertise" 
set to a wildcard, only pre-subscribed users will be able to see the lists.

This sounds like you have your subscribe_policy = closed and moderated = yes.
If so, majordomo is doing what you told it to in regards to subscribing users.
