Yep, it is staring you in the face. Look at the permissions on your
/, /usr, /usr/local, /usr/local/mail, /usr/local/mail/digest,
/usr/local/mail/archive, and /usr/local/mail/digest/test-digest
directories. It looks like all of them are group writable to me.
Hint: chmod -R go-w /usr/local/mail
