I took at Majordomo's log file and it looks like this one address was
sending the help command to majordomo a few times. At least that's what it
looks like to me
I cant thinks of a reason why Majordomo would keep sending the help file to
the same person every 2 minutes. I'm going to investigate further. Ps I'm
using sendmail 8.9.3

Your question is a good candidate for the FAQ.
I would be willing to bet good money that majordomo is not sending the
same message multiple times. If this is happening, it is your MTA that
is to blame, and not majordomo. Typically, I have not seen this problem
with exim, postfix, or qmail, so I will assume your MTA is sendmail.
In order to help sendmail deliver the mailing list messages faster,
1. consider sorting your subscriber file by domain
2. verify the addresses in your list are valid and don't bounce
3. use bulk_mailer to split the deliveries into smaller chunks
4. change sendmail so the queue is not processed as often
