How do I restrict posts?

I would like to restrict posts so that only I can post to the group as my
list is for a opt-in newsletter. But for now I am trying just to restrict to
the list members.

Is this the reason its not working?:

	# resend_host          [word] (undef) <resend>
	# The host name that is appended to all address strings specified
	# for resend.
resend_host         =


I'm a little unclear on this setting. Should it be localhost?
