Does the alias for your list look like this?

listname: "|/path-to-mj1945/wrapper resend -l listname listname-outgoing,nobody"
listname-outgoing :include:/path-to-mj1945/lists/listname

or this?

listname :include:/path-to-mj1945/lists/listname

If you are using the second example, none of the rules you define will ever be
seen by majordomo.
