You may be misunderstanding the intent of majordomo's email interface. It is designed to let any send email to it. This allows users to, say, get help messages about majordomo.
However, majordomo will NOT carry out every command for any email sender.
You can and should restrict the commands that majordomo will respond to. For example, some commands require a password by default. Other commands, like "who", can be configured to be "open" or restricted. Therefore, if you don't want anyone sending a "who" command to majordomo, instead of restricting email access, you configure majordomo to ignore "who" commands from unauthorized users.
I guess that isn't encouraging news, as you still have to learn how to restrict each command individually, which I admit is somewhat painful.
