I have experienced such things when a list subscribes to one of the "blacklists" which are used to identify IP addresses which are somehow attributed to spammers. Some of the lists black out a whole array of IPs in response to a report of SPAM from any one of a known block - like everything my ISP assigns to anyone. Most, but not all, reject messages with a return.
"RBL" for RealTime BlackHole List is a search term for Google. "MAPS" (Mail Abuse Prevention System LLC) is another. In the past there have been ways to look up an IP to check for that kind of stuff.
Perhaps Great Circle has a comment about use of such "protection" for this list.
