The maxlength directive has nothing to do with whether the list is
moderated. If a message exceeds the size set in the maxlength directive,
then it will be bounced to the list owner for approval.
If I remember correctly, in your earlier message you said the value side
of the maxlength directive is empty in your list.cf. That does not make
it default to 40000. It disables maxlength checking. You need to
explicitly set the maxlength directive to whatever value you want.
