announcing a new list

I have a majordomo list for Unix System Admins that 
I'd like to announce and find more members for. I
remember a long time ago there used to be a listserv
list called NEW-LIST that was great for this but I
think it's long gone. 

Does anybody know of a similar list or web site that
is good for announcing new lists?
