Do you use bulk_mailer? If so, you may want to tweak the source and
recompile to remove the bulk_mailer Vn.n portion that's put in the header.
I don't remember if my groups failed at hotmail, but the others that did
say they couldn't be delivered said that bulk_mailer was the reason.
