You have to create the files in the lists directory, then run mj_key_cache
(I think that tells Majordomo to recognize them).
I'm not sure how to do that remotely, unless you have Majorcool, which has
the creation of those files as part of the configuration...
I'm sure you can retrieve the files via email, but I've never done that...
