How did you create the bounces list?  Did you (as the majordomo
user) touch $listdir/bounces?  Did you then ask majordomo to send
you the bounces.config file so you can change it to an automatic
or at least open, (un)sub policy?  Also note, that this listname
and filename are case sensitive.  ALL LOWER CASE.
