It would be my guess that hotmail's spam blocking software is flagging
your list email as spam. It is up to your subscribers to add the address
of the list to their whitelist. (a message from a mailing list that they
WANT to receive) I do not think this problem can be solved from your
side of the equation, except to try something like bulk_mailer that can
take multi-recipient message and split it into multiple messages.
Since you supplied headers, I think I should warn you that your MTA is
advertising your -outgoing alias. This is very bad. The headers can
be farmed by spammers, but worse, anyone could start writing directly
to that alias instead of the one with resend on it.
You can prevent sendmail from doing this by adding ,nobody to your list
alias. My test list alias looks like this.
test: "|/usr/lib/majordomo/wrapper resend -l test test-outgoing,nobody"
For added security against this, you could enable the virtusertable
feature in sendmail, and use a line like this in /etc/mail/virtusertable.
test-outgoing@my.domain.com error:nouser User unknown
