Unless you're running a non-standard compilation of sendmail, there is no
need to stop and restart sendmail after rebuilding the aliases database
with "newaliases" or "sendmail -bi". If I remember correctly the
stop/start was needeed in very early versions of sendmail, but if so that
need went away many years ago.
Along similar lines, there's a common misconception that you need to stop
and restart sendmail after modifying sendmail.cf. Again, this isn't
necessary unless you're running a VERY old version of sendmail. Just
"kill -HUP <sendmail pid>" to load the new configuration.
