There is always a way, but how much effort are you willing to put into
it?  The entire parsing engine of majordomo would likely need rewriting.
It is easier to deny attachments, defang MIME, strip HTML, or not use
the fronter/footer features.  The footers ARE actually there, you just
can't see them because they are outside the MIME "boundary".
