You and Michael Handley are really in the same boat. The problem is that
attachments are MIME (multipurpose internet mail extension). I don't know
how much this helps, but I did some digging through my personal archives,
(I save everything), and I am pasting that reply here....
I had to do some undoing to get this to work, but I ended up getting it.
First I had to modify my majordomo.cf $global_taboo_headers to allow the attachment.
Second, I had to set my mail user agent (Netscape Communicator) to not wrap messages at 72 characters.
Third, I set my mail reader to view all headers.
Forth, I attached an 8K zip file to a message to my test list. Even though I had made changes to my majordomo.cf, the message still
bounced to the owner-list address/alias.
The message enclosed in @@@@@@@@@@ was the original bounce, and the message enclosed in &&&&&&&&&&&& is what I forwarded back into
the test address that worked.

Notice, when forwarding the message with the attachment back into the list address, I
made the "Approved: test.password" the first line, purged all Received: lines, removed
the blank line between boundry= and "This is a multi-", and I removed the old Approved:
line deeper down in the message so that the first line following the first blank space
was actually message content.
