Can you write to his hotmail address directly from your hotmail address?
Just "ass-u-ming" the cobalt server has sendmail as the MTA, have you
tried to do a `sendmail -bv testaddress@hotmail.com` against the address
that is bouncing?  This will at least tell you if the local system is not
able to send the message or if the problem is remote.
