This question gets asked several times a year and should be added to
the FAQ.
The answer is Yes. There is a way to customize majordomo to do this.
The caveat is No, nobody has done this or seems willing to, because
the increased workload on the MTA (mail server) would be outrageous.
Not to mention the additional disk space and CPU requirements this
kind of load would generate with a busy list.
Currently, majordomo simply passes the entire list of addresses that
belong to a list, along with the received message, to sendmail (MTA)
to be delivered. If you customize/personalize each message to show
who the recipient is, majordomo could only give sendmail one message
per recipient. Imagine the difference in load between one email
with 50,000 recipients vs. 50,000 emails with one recipient each?
