God I love the documentation in the config files ;-)

         # restrict_post        [restrict_post] (undef) <resend>
         # If defined, only addresses listed in these files (colon or space

restrict_post = name_of_file.here

IOW, put the one email address in a file in the same dir as the lists 
dir.  I have one list that is announcement only that is setup exactly this 
way and works fine.
