Majordomo 1.x isn't very MIME-aware.  So in order to approve a message
with attachments you either need to (a) use the "approve" program, (b)
coerce your email program to add an actual Approved: header in the
headers instead of as a body line, or (c) construct a MIME-compliant
message yourself by hand.

Or, if it's a new server, get started with Majordomo 2 alpha -- I've
been using it in production for over two years.
