restrict_post  =  hec-21c-acad-list

That will cause messages from non-subscribers to be bounced to
owner-hec-21c-acad-list for approval.

Add a line like the following to your Sendmail virtusertable for each
list:

hec-21c-acad-list@yourdomain.com  error:nouser User unknown

That will prevent spammers from bypassing resend by posting directly to
the hec-21c-acad-list alias.
