I don't quite understand. When does the list owner get approval messages?
Approval for what? A post from a non-subscriber? Or is the post from a
member of the list, but not from the address they joined the list with?
There are "unofficial" patches available that can notify sender of their
membership requirements.
config_parse.pl-resend.3 (F+R) Bounces non-member messages to sender|owner|both|no_one

This is what the message would look like;
