This error is not a mail loop, but I may have missed some messages
to this list in the last couple weeks.  The error message you are
seeing indicates that sendmail has smrsh enabled.  For smrsh to
work, you need a link to the majordomo wrapper in the smrsh work
directory.  I do not see any indicators of your OS in your message,
so all I can suggest is to run strings against your smrsh and pipe
it through grep.

Your sendmail.cf will give you the location of smrsh.
`grep smrsh /etc/mail/sendmail.cf /etc/sendmail.cf`

/etc/mail/sendmail.cf:Mprog,         P=/usr/sbin/smrsh, F=lsDFMoqeu9, S=EnvFromL/HdrFromL, R=EnvToL/HdrToL, D=$z:/,
/etc/mail/sendmail.cf:               A=smrsh -c $u

`strings /usr/sbin/smrsh | grep "/" | grep -v "@"`
gets you something like;

/lib/ld-linux.so.2
/etc/smrsh
/bin:/usr/bin
/bin/sh

It may not be obvious, but the directory you are looking for in
this case, is /etc/smrsh.  The first and last lines represent
filenames, and the third line identifies a path.  This leaves
you with just /etc/smrsh as the directory to create the link to
/path/to/majordomo-1.94.5/wrapper.

`ln -s /path/to/majordomo-1.94.5/wrapper /etc/smrsh/wrapper`

Of course, you could also disable smrsh by commenting out
dnl FEATURE(`smrsh',`/usr/sbin/smrsh')dnl
in your sendmail.mc file and rebuilding the sendmail.cf.

As for the original message about "punting to avoid mail loop",
is caused by an attempt to send mail to majordom from majordom.
Mail should be sent out as majordomo only in reply to specific
user commands like "lists", "help", or "subscribe".
