We use the moderation option extensively where I work.  We can use 
pretty much any email client and most often use Netscape/Outlook mail 
clients to modify the headers for approval.    I do find, however, that 
there can be lots of "garbage" in the headers that need to be taken 
out...particularly if they use both text and HTML.   I always say that 
HTML is for webpages, not email.  But I guess people like pretty pictures!
