That keeps it from SENDING, not from receiving.

If you want addresses allowed to post but not to get copies, put them in 
a separate file -- NOT the main list -- and add that file to the 
restrict_post setting.

(If this will be a common occurrence, make that file a noadvertised 
list... that will make it easier for you to update it.)
