No, it isn't.

No, that's an incoming filter only.

Here's the way it's usually done:

Create a new list called [listname]-nomail that does not allow posting. You
don't need a list-outgoing alias. Add the nomail list to restrict_post, same as
you do with Digest zubscribers. Same concept, as [listmane]-digest is also a
separate list that doesn't allow posting.
