You said "get Majordomo to properly address", so I will take exception
to that phrasing. This really has nothing to do with Majordomo or even
the sending MTA. The two together -- properly and fully compliant to all
RFCs -- encode the actual recipients as part of the envelope
information, not as a tangible header. Catch-all mailboxes and
'mdaemon'-like processes are a kludge at best and it is the
responsibility of the receiving MTA to extract any envelope info if it
is needed down the line. This is usually done through "Envelope-to" or
"Apparantly-To" headers or similar. But again, it is "properly" the
function of the terminating MTA and local delivery agent.

The headers indicate that the re-sent email is addressed to the list address (e.g. listname@lists.domain.com) and there is no mention of the intended recipient (member of the list). Thus when their email server (exchange) empties the box, it doesn't know for whom the message is intended as there is no local address, and delivers the messages to the default administrator address, not to the intended recipient.
