None of this answers my technical question. None of your assumptions is the
least bit relevant to the situation.
The lists in question are low volume lists for the working group of a community
organization. The related lists are for people in the sub-working groups that
work on specific issues and are used as needed. There's overlap due to people
that are members of more than one subgroup. Plus someone in one of the
sub-working groups but not in the main group. These aren't announce-only lists;
users post to the correct list depending on which set of people are working on
which issue.
