Do you have the majordomo user as a trusted user in your Sendmail
settings?
There is also an error in your alias:
test: |/usr/local/majordomo/wrapper resend -l test test-list ...
Should be:
test: "|/usr/local/majordomo/wrapper resend -l test test-list" << note
the quotes
Hope that helps. Can't think of anything else off the top of my head.
