Well, it might not hurt too much to just recompile sendmail.  I would assume, please verify, that the config files such as sendmail.cf and others would be untouched, that I could compile sendmail in an unused area and just copy the 
executable over the current one?

     No as it was stated to you in another message this field controls the
actual size of the message header.

     QUEUE_GROUPS controls the number of connections between MTAs (your
sendmail to AOL's SMTP gateway).  You should limit those to 4 max. Hotmail,
Excite, AOL and Yahoo all reject more then 4 total connections.  Sendmail
will divided the total number of recipients by the max QUEUE_GROUPS to
determine the number of recipients it can put in the envelop header. With
send mail this is limited by TOBUFSIZ. TOBUFSIZ's default is 2048 or
approximately 50 addresses.

     The Major mail servers (AOL, Yahoo, Excite, MSN, Hotmail) in an effort
for curb SPAM go one step further and limit the number of recipients in the
envelop header to 25 or less.  This means that TOBUFSIZ has to be set to
1024 and that means you have to recompile sendmail 

     If you don't want to recompile sendmail, then you might want to look at
using postfix or exim.

Does this affect how many users can get emailed at same time - ie. I've got
problems with 'Connection refused by...' messages where I believe envelopes
contain more that 5 addresses for external post office such as aol.com,
yahoo.com, etc.

I'm not a majordomo GURU, BTW...

I've had the same problem a few weeks ago, after edit the majordomo.cf I've
solved it, btw I really cannot remember if the edit to resend has helped
too. This are my modifies:

majordomo.cf:

$MAX_TOTAL_HEADER_LENGTH = 20480;

resend:

$MAX_TOTAL_HEADER_LENGTH = $MAX_TOTAL_HEADER_LENGTH || 20480;

I've increased the values to 20480 and all works well after.
