The list of subscribers (recipients) and the list of email addresses 
allowed to post (restrict_post) are two different things.  Many people 
choose to point the "restrict_post" config option to the subscriber list, 
because that's easy and means "members only" can post to the list.

It doesn't have to be that way.  For an outgoing only list (like an 
announcement list)  "restrict_post" would point to a file of posters 
only.  The list of valid posters would be manually maintained in this case.

If you want a combination of the two (subscribers, and additional posters), 
I suggest you write a script to combine the subscriber list with 
"additional poster" list and point "restrict_post" to this combined 
file.  Run the script as often as necessary.
