Subject: Weird majordomo behavior

Our install is behaving oddly. It's bouncing messages to the admin because
it thinks it's an admin request. For instance someone had the subject "Help
a Neighbor" in a message they sent and it bounced because it thought "help"
was an admin request. How do we work around this?
