admin filter

Any reason the admin filter in resend doesn't simply trap all valid
majordomo requests in the message?  Also, I'm getting too many false
positives on the word help.  Can/should we narrow that to ^help$?
(It seems silly to trap every message with the word help in the first
five lines, and not trap ^index$ ^get\b ^lists$ etc....)
