A while ago, with the "taboo" patch that Brent made, he suggested that
the admin searches could be generalized as global (i.e. not list-specific
as they are now) taboo searches. I thought this was a great idea, but
I never saw anything come of it. Brent?
The nice thing about taboo "hits" is that the pattern is reported. I.e.
something like: "BOUNCE listname Taboo header: /olga/i".

There's no magic there -- figure out why it's better and use the same
approach in resend! It all boils down to searching headers and messages
for patterns, and perl can do that at least as well as procmail/smartlist!
Just incorporate their patterns....
