Not necessarily. I got the same error on a Sun 3/60 using Perl
4.036. In my case it was a wrapper problem, with wrapper.c not being
able to setuid properly. I had to get a newer version of wrapper.c
and Makefile from the list archive. (Newer than the one that comes
with 1.93.)
