I don't recall seeing this; could you send it to me? 1.94a7 does exit with
EX_TEMPFAIL on certain occasions. (Unfortunately the values are hardcoded
instead of coming from sysexits.ph, but that's minor.) I'd be interested
in knowing what values Sendmail and other MTAs care about.

Well, any host running mailing lists should have the queue-only setting set
normally but have the refuse-connection set really high. (For Sendmail,
these are OQueueLA and ORefuseLA respectively.) A high setting is
especially important when using bulk_mailer or TLB because of all the
parallel MTA invocations they make.
