This is something I forgot to mention since it happened so long ago.

Since in 1.94 you can turn off which and who in the config files (or just
restrict them) and then use approve to override, we're doing fine. But
when using approve on the WHICH command, you run into problems. How do you
do it?

The approve command requires a list-name, but the which command doesn't
use one -- thus we have a conflict of variables.
