You're better off asking on an NT perl group, but I do know that HIP is not
the only solution.  You'd have better luck with one of the other ports.
(There are at least three perl5 ports to NT.)

Rip out the internals of shlock.pl and replace them with native NT
locking.  There are only three or four externally-called functions.
