The only thing that doesn't jive in the aliases (that I noticed) is that
you don't have a <listname>-owner or <listname>-request.  This may cause
some odd behaviour, as domo tends to assume the existence of these
addresses.  Or at least the 1.93 code does, I haven't grabbed 1.94 yet.
The request address should pipe into request-answer, like ...

harp-l-request:"|/usr/local/majordomo/wrapper req-answer harp-l"
harp-l-digest-request:"|/usr/local/majordomo/wrapper req-answer
harp-l-digest"

Of course, 1.94 may not even use these.  *sigh*, I suppose it's time to
get it and find out.

Try creating those aliases for both lists.  Also, you might like to
specify the From address to resend (using owner-<listname> or
<listname>-owner).

One other thing to check is that the "sender" line in your list configs is
set correctly.
